Building an EPMO operating playbook

A foundational governance framework to standardize intake, delivery expectations, and executive portfolio visibility across a complex health system.

01

Background

A foundational governance framework to standardize intake, delivery expectations, and executive portfolio visibility across a complex health system.

02

Business challenge

Clinical, operational, and technology initiatives entered the portfolio with different levels of definition, sponsorship, and delivery discipline. Leaders needed a common operating language that improved visibility without adding unnecessary process.

03

Organizational context

Clinical, operational, and technology work entered a shared enterprise portfolio with differing levels of maturity, definition, and sponsorship.

04

Stakeholders

Clinical leaders, IT leaders, initiative sponsors, delivery teams, and executive steering participants.

05

Constraints

The model needed to create consistency and executive visibility without imposing process that slowed emerging or differently sized initiatives.

06

My role

I authored the foundational EPMO Operating Playbook, shaped the supporting governance documentation, and helped turn ambiguous ideas into proposals leaders could evaluate.

07

Governance approach

Defined practical intake, scoping, decision, and execution guardrails; worked with clinical and IT stakeholders to improve proposal readiness; and created portfolio views that highlighted capacity, risk, resources, and cross-program dependencies.

08

Outcome

The organization gained a reusable foundation for standardized delivery and clearer steering-committee evaluation. Executive conversations shifted toward portfolio trade-offs, readiness, and allocation decisions rather than disconnected project updates.

09

Lessons learned

Standards create value when they improve decision quality and shared accountability—not when they add process for its own sake.

Leadership takeaway

Governance earns trust when it helps leaders see trade-offs, make decisions, and move the enterprise forward.
